Gao Wei founded Dalian Software Park Co., Ltd. in 1997 and has served as President since then. Currently he is the Vice President of Yida Group and President & Senior Economist of the Dalian Software Park. He has great influence in the software and information service industries. Mr. Gao has made substantial contributions to the economic prosperity and development of Dalian City. The rise of the software industry in Dalian came about as a result of his strategic vision, his management experience and his superior leadership skills.

高炜先生在1997年创办了大连软件园股份有限公司（DLSP）并担任总裁至今，现任亿达集团副总裁兼大连软件园股份有限公司总裁，高级经济师,在软件和信息服务产业领域拥有很高的影响力。高炜先生凭借敏锐的战略眼光、成功的管理经验以及卓越的领导才能，为大连软件产业的崛起与腾飞，为大连城市经济的繁荣与发展。

Michael Ye is currently the VP of Dalian Software Park Co., Ltd, responsible for providing consulting and total solutions to IT and relevant companies in setting up their offshore and outsourcing operations in PRC. Before that, he was the Government Relations & Software Park Director of DRD, SSG, Intel Corporation, mainly responsible for establishing good relations with local govt. and implementing cooperation programs with local govt. and hi-tech parks on the IT and software side with the support and endorsement from govt. He joined Intel in April, 2006. Before that, Michael Ye was Director of Business Solutions, Dalian Software Park Co., Ltd, which is running the most established ITO and BPO center in China. He was mainly responsible for making the corporate strategic planning, sales & marketing operation, establishing & maintaining cooperation relations with govt. He joined Dalian Software Park Company in 2001. From 1996 to 2000, Michael Ye was consecutively the GM, International Market Department, Assistant GM of Dalian Taiji Science & Technology Group, a joint venture focusing on R&D and manufacturing world leading VRLA batteries for the IT industries. During the period of 1992 to 1996, he worked with Dalian govt. Michael Ye graduated from the Department of International Economics, University of International Relations in 1990, and engaged in research of western economies at the Institute of Contemporary International Relations until 1992.

叶鸣 现任大连软件园股份有限公司副总裁,负责为国内外IT和相关企业在华开展离岸和外包业务提供咨询和整体解决方案。 叶鸣先生1990年毕业于国际关系大学国际经济系，毕业后就职于中国现代国际关系研究所从事西方经济研究；1992-1996年就职于大连市政府；1996-2000年加入中新合资大连泰基集团，先后任国际市场部经理、总经理助理，负责国际市场营销；2001年加入大连软件园股份有限公司，先后担任投资促进部经理、营业总监，负责招商、运营、对外合作、与政府建立保持良好关系及协调政府政策措施，制定公司总体业务定位、运营和招商策略。在大连软件园成为国内领先的信息技术外包和业务流程外包基地的过程中，叶鸣先生起到了很重要的作用；2006年4月叶鸣先生加入世界领先的半导体公司英特尔公司，任亚太区软件及服务集团合作伙伴关系事业部软件园区及政府关系总监，负责与中国各地政府、信息技术主管部门、科技园区及软件企业在软件相关领域的合作。叶鸣先生对全球外包领域的发展有较深的认识和研究。

Mr. Stanley Ying Zhou is Executive Vice President and the Chief Administrative Officer at Vanceinfo since 1999.  In 1995, Mr. Zhou founded the localization business division of Shanghai Science and Technology University Development Co., Ltd., a Chinese technology company/. Prior to this, Mr. Zhou was an associate professor in the computer science department at the Shanghai University of Science and Technology, from 1984 to 1999.  Mr. Zhou received his bachelor's degree in Computer Science from Shanghai University of Science and Technology.

周颖先生自1999年起就担任文思信息技术有限公司的执行副总裁及行政主任。在1995，周先生成立了上海科学与技术发展公司的地方分公司——一个中国科技公司。在此之前，周先生曾在1984年-1999年在上海科技大学担任副教授。周先生在上海科技大学获得了他的计算机科技本科学位。

Chen Sheng (陈生)

As Business Development Director of Greater China of HP Global Software Service Center, Chen Sheng is responsible for the comprehensive business development for HP. Mr. Chen's expertise is in global business development in industry areas such as Government, Healthcare, Energy & Power Generation, Consumer Goods & the Retail industry. Mr. Chen is in charge of operations in HP's outsourcing centers of Shanghai, Beijing, Dalian, Chongqing and Wuhan. In September of 2004, Mr. Chen was appointed General Manger (Dalian) of the HP Global Operations Center. In this position, he was fully in charge of routine operations and coordinating the support of various business departments. Due to the rapid development of HP's Dalian branch and his contribution to it's success, Mr. Chen was awarded one of the "2007 Top Ten Economic People". In 2006, Mr. Chen was appointed as Business Development Director of Greater China of HP Global Software Service Center.

现任惠普全球软件服务中心（中国）大中华区业务发展总监，负责中心在大中华区的全面业务拓展，政府/医疗/能源/消费零售行业的全球业务拓展，以及上海，北京，大连，重庆和武汉等分中心日常事务运营等。2004年9月,陈生先生被任命为惠普全球运营中心（大连）总经理,全面负责惠普公司在中国大连的日常运营以及支持协调各业务部门。基于惠普大连业务的快速发展以及对大连所做出的贡献，陈生先生被大连市授予“2007年度十大经济人物”。2006年被任命为惠普全球软件服务中心（中国）大中华区业务发展总监。
